How this dataset is maintained

Rebate programs change by budget cycle, and the pages that rank for them mostly don't. These are the rules this dataset is built on.

Rule 01 — Date everythingNo figure appears without the date it was last checked against the administering body's own page.
Rule 02 — Cite the primary sourceLinks point at the government or utility that runs the program, never at another blog summarizing it.
Rule 03 — Publish the conflictsWhere official and secondary sources disagree, both readings are shown and flagged. Closed programs stay visible, marked closed, because burying them is how the myths spread.
Rule 04 — No install upsellThis page doesn't sell heat pumps, so the answer to "do I qualify" is allowed to be no.
